Rapidly growing linguistic diversity of international scientific community requires modernization of a process of publishing scientific papers. In particular, this is a problem with publishing of proceedings of international scientific conferences. Today practically all papers offered for such conferences MUST be prepared in GOOD English. This tradition restricts access to the conferences for many talented scientists who do not have sufficient (or very often even rudimentary) knowledge of English.

 

 Presenting   of scientific papers to the scientific community consists of the following general stages:

  1. Submission of a paper to a scientific conference.
  2. Reviewing of a paper.
  3. Publishing of a paper.
  4. And the most important stage: acceptance of a paper by scientific community.

 

Let us modify this tradition.

 

Papers can be submitted in one of the languages allowed by a conference (English, Chinese, German, Russian, Spanish and so on). Expending language acceptance drastically increase number of high-level papers presented by young scientists who are the most productive part of scientific community and who do not have yet a profound command of English.

 

Technical committees of international conferences as a rule consist of high-level scientists who represent scientific communities with very diverse linguistic background.

Members of a technical committee who have profound knowledge of a paper language should review a paper.

 

If paper is accepted for the presentation at the conference, author(s) should be required to translate title and abstract of the paper into English by using one of the available on the Internet translators. It should be advisable that as title as abstract ought to be prepared in the translation friendly form (with minimum or completely without specific difficult for translation terminology). Conference staff can make cosmetic corrections to the language as title as abstract. Then paper itself in its original language together with English version of title and abstract is presented for the publication in the camera-ready form.

 

Authors can present papers during conferences in acceptable English.

 

Papers published in the foreign for the reader language but with title and abstract in English can be located via a search by using keywords in English (today some rudimentary English is still needed for the search). In case if paper itself is an interest to the reader, it can be preliminary translated via available on the Internet translation services.
