In 1986-1990 NYNEX Science and Technology Inc. has developed "Cellular Network Monitoring System”, which uses as a basis the methodology presented in this paper. This “…System” was intensively used by NYNEX Mobile, Inc in NY and Boston service areas. The “…System” had been demonstrated at Hanover and Amsterdam International Telecommunications Shows. It was twice mentioned in the “NYNEX Corporation Annual Reports” as one of the major scientific achievements of the “Corporation”.  For the development of the “…System” I received in 1990 a “NYNEX Science and Technology, Inc. Fellowship Award”, that included four months of paid leave and $5000 travel expenses for the scientific studies.
